Windows 8.1 cannot pin "shortcut"(.lnk) to start menu!  (bug/feature?)

Windows 8.1 Preview, as of JUN 06, 13:

Cannot pin "shortcut"(.lnk) to start menu!  (bug/feature?)

When right mouse click on shortcut and click on "Pin to Start"
Comes up with "Critical error" message box:
This file does not have a program associated with it for performing this action.
Please install a program or, if one is already installed, create an association in the Default Programs control panel.

Note: did try to associate "\Windows\explorer.exe" to it ... but said that was not possible.

Note: Shortcuts previously pinned to Start menu work and are there, but if removed from Start menu, cannot be "re-pinned".

same problem here as well with 8.1... when you "pin to start menu" from any file's right click, it goes to the "apps" portion of the start menu, never the actual start menu

I got a work-around fix, goto C:\ProgramData\Microsoft\Windows\Start Menu\Programs, copy your lnk file, goto to star menu screen find your shortcut by tiping it's name right click and pin it to start. Hope this get fixed soon
